Specifics of Russian peace suggestion unveiled

(MENAFN) Russia presented a peace memorandum to Ukraine during talks in Istanbul, outlining conditions for resolving the conflict. The proposal requires Ukraine to withdraw its military from territories that recently joined Russia and to confirm its neutral and non-nuclear status, according to the document obtained by RT.

The memorandum is divided into three sections: terms for a comprehensive settlement, steps to achieve a ceasefire, and a peace roadmap including some unilateral Russian measures. The final resolution would involve international recognition of the former Ukrainian regions—Donbass republics, Kherson, Zaporozhye, and Crimea—as part of Russia. Ukraine would be expected to pull all armed forces and groups from these areas.

Additionally, Ukraine would need to reaffirm its neutrality, banning any foreign military activities on its soil, and withdraw from treaties inconsistent with this stance. The country must also maintain a nuclear-free status, prohibiting the presence or transit of nuclear weapons. While limits on the size and equipment of Ukraine’s armed forces are suggested, exact figures are not specified. The proposal also demands the disbandment of nationalist groups within the military and National Guard.

The peace plan calls for guarantees of rights for Russian-speaking populations, recognition of Russian as an official language, an end to persecution of the Ukrainian Orthodox Church, a ban on Nazi propaganda and nationalist groups, and lifting sanctions against Moscow. Both sides would waive claims for war-related damages.

Two ceasefire options are proposed: one involving Ukraine’s withdrawal of troops from Russian-claimed territories within 30 days, and another “package option” that adds a ban on troop movements (other than withdrawals), halting Ukrainian mobilization and Western military aid, setting up a joint monitoring center, and exchanging detainees. Under this option, martial law would end, and elections would be scheduled within 30 days.

The final peace agreement would be signed after Ukraine’s elections and backed by a UN Security Council resolution. Meanwhile, Ukraine’s own peace proposal reportedly rejects Russia’s territorial demands and maintains aspirations to join NATO, while seeking reparations from Moscow.
