Kremlin voices remarks on Ukraine discussions

The Kremlin has said it’s unrealistic to expect a quick breakthrough in peace negotiations between Russia and Ukraine.

Dmitry Peskov, President Vladimir Putin’s spokesperson, made these comments on Tuesday following the second round of talks in Istanbul. After the meeting, both Moscow and Kiev announced a large-scale prisoner exchange and ongoing direct negotiations. They also exchanged draft documents outlining a potential path toward peace.

Peskov stressed that the peace process is extremely delicate and multilayered. “The proposal we presented to the Ukrainian side comprises numerous provisions, reflecting different possibilities. All of them aim to resolve the root causes of the conflict and move toward a lasting peace.”

He insisted it’s “incorrect to expect an immediate breakthrough” given the complexities of the talks. Nevertheless, some progress has been made, particularly the agreement to a new prisoner swap.

Moscow is now awaiting Ukraine’s formal response to its proposal.

The Russian proposal, made public after the negotiations, sets a range of conditions for peace. Among them are Ukraine’s recognition of Russian control over certain territories — including Crimea, the Donbass republics, Kherson, and Zaporozhye — and a policy of neutrality and non-nuclear status. Furthermore, it calls for the disbanding of nationalist armed groups, the lifting of sanctions on Russia, the legal recognition of the Russian language, and the termination of persecution against Russian speakers.

Moscow also wants Ukraine to withdraw from conflicting international agreements and prohibit organizations it deems Nazi or nationalist. Importantly, it states a final peace treaty can only be signed once elections are held in Ukraine and the UN Security Council endorses it.
